Allen City Council

The City of Allen operates under a council-manager form of government as approved by voters in 1979 through the adoption of the Allen City Charter. Allen City Council, which consists of the mayor and six councilmembers, is elected citywide by Allen voters and not by district. The mayor and councilmembers serve three-year, staggered terms of office.

In addition to strategic planning and approving the annual budget, the Council sets policy, enacts ordinances establishing municipal law and regulates zoning and development. The Council also appoints board and commission members.

Meetings and Addressing the Council

City Council meetings are held on the second and fourth Tuesday of each month at 7 p.m. in the Council Chambers of City Hall, 305 Century Parkway. Prior to the meeting, a workshop is conducted at 6 p.m. in the Council Conference Room, located next to Council Chambers. Council meetings and workshops are open to the public.

Addressing the Council
Those wishing to address the City Council may speak on agenda-related and non-agenda-related items by completing a Public Speaker Form (available on the Friday prior to the Tuesday meeting). The form is available online until 5 p.m. on the meeting day. After 5 p.m., a paper form is available in the Council Chambers.

Paper forms should be given to the City Secretary prior to the start of the meeting. Groups who want to address an issue are encouraged to select a spokesperson.

The mayor will ask those wishing to address the Council to do so at the appropriate time. Please approach the speaker’s podium in the center of the Council Chambers, state your name and address for the official meeting record, and discuss the specific agenda item or topic of interest.

Please direct your comments to the mayor. Due to legal requirements, Council cannot take specific action for items not on the regular agenda; however, the Council may:

  • Have the item placed on a future agenda for action,
  • Refer the item to staff for study or conclusion, or
  • Refer the item to the full City Council or a subcommittee for further study.

Council Agenda and Minutes

Council agendas are available online 72 hours prior to every meeting. A paper copy of the agenda is posted outside Allen City Hall in the glass public notice case adjacent to the main City Hall entrance.

Once approved, meeting minutes are archived and available through the online portal.
